Existing research on developing countries emphasizes the decisive power of teacher unions in education politics. Yet that power varies, and a full understanding of the roots of union power and the sources of cross-national variation requires deeper analysis of organizational dynamics within unions. This analysis supports four arguments. First, teachers have a range of advantages in overcoming obstacles to collective action. Second, unions are not all alike; they vary widely, from interest groups to powerful political machines. Third, the source of (...) this variation lies in factors that shift power within unions from members to leaders in political-machine unions. Fourth, analyzing the dimensions of variation helps explain the different outcomes of recent reforms to teacher careers in Latin America, especially in highlighting the staunch opposition from political-machine unions. In this commentary, we highlight evidence of substantial variation in one of these exemplars: beliefs about immigration. Contra claims by B&P, we argue that the balance of this evidence suggests the “folk” may actually holdpositivebeliefs about the economic impact of immigration.

The major point of disagreement between Gilson and Anderson is not whether Augustine regarded being as pre~ dominant, but how Augustine interpreted the notion of being. In some texts Augustine maintsSns that being and immutability mean the same thing, in others he argues that a thing truly is 'because it is immutable, and in yet others he argues that a thing is immutable because it truly is. The first opinion seems to be the one frequently favored as an interpretation of Augustine by Gilson. The second is usually regarded as Neoplatonic. The third is the opinion which Professor Anderson argues was most accurately Augustine's. According to Professor Anderson the first two opinions reflect for Augustine a merely factual connection between being and immutability, whereas the third reflects a metaphysical entailment. I should like to mention three points in Professor Anderson's discussion which seem to me weak. Firstly, as Augustine remarks that being is the name for unchangeableness we cannot take this as asserting a merely factual relationship. Secondly, to say that 'being' and 'immutability ~mean the same thing to Augustine or that being and immutability are identical to him does not necessitate, as Professor Andersen claims, denying the primacy of being. If 'being' and 'immutability' mean the same thing, then it is very peculiar to ask which is primary. If it is remarked that 'triangleI means the same thing as 'three sided figure', what sense does it make to ask which notion is primary? I suspect that Professor Anderson's contention makes sense only if one believes that there is a difference in the meanings of 'being' and 'immutability ', but whether or not there was such a difference for Augustine is precisely the point at issue. Professor Anderson asserts that it would be a "metaphysical inconsistency" to claim that God is both being and immutability, but it is not clear why such a claim would be inconsistent if the two terms in fact mean the same thing (p. 30). We report on the small-scale (0.5 13 h - 1M, a large-scale bias of ~2.0 and a satellite fraction of 12 ± 2 per cent. We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. Mies' disciplined retreat from romantic or individual influence created the illusion of an objective architectural order. Miesian architecture seemed fated, and the public was asked to accept it as a fait accompli. In contrast, Tigerman's "Little House" and the designs of Laurence Booth, Thomas Hall Beeby, Stuart Cohen, James Freed, James Nagle, and Ben Weese are not dependent on their ever being produced. They need not exist in actuality but only in process because their self-conscious styles serve a heuristic purpose. (...) The Chicago Seven exhibitors present an architecture that cannot be understood apart from the ideas which underlie it. The audience is directly involved in architectural creation and leaves such an exhibit better prepared to evaluate the man-made environment. The work is revealed to the audience at its earliest moment of creation and serves as a modest but important first step at demystifying architecture and the entire design process. Conceptual architecture—distinguished from work rendered for particular clients—reveals the fundamentally dialectical nature of contemporary architecture. The linking of method, the way an architectural idea evolves , to product accentuates the art's dynamic quality. Design in this way is seen not merely as a supraorganizational framework capable of defining large areas of urban or exurban space but as a problem-solving tool that can be sensitively applied to meet the specific needs of an individual or community. Anthony Everett has argued that fictional realism entails that there are metaphysically indeterminate identity facts and that there are true contradictions. Ross Cameron and Brendan Murday independently reply to Everett’s arguments by proposing a view on which fictional realism entails merely linguistic indeterminacy and does not entail true contradictions. While I agree with the idea behind Murday’s and Cameron’s view, the specific details have some undesirable consequences about sentences containing an ‘according to the fiction’ operator. Furthermore, they cannot give (...) a uniform semantics for sentences containing an ‘according to the fiction’ operator. I will offer a friendly amendment to Murday’s and Cameron’s view that avoids these undesirable consequences and has a uniform semantics. I will then extend Murday’s and Cameron’s reply by replacing a principle that Everett relies on in posing his objections with a new principle. This new principle will go some way toward meeting a challenge posed by Everett to provide adequate criteria of identity for fictional characters. (shrink)

This book concerns the foundations and implications of a particular form of liberal political theory. Colburn argues that one should see liberalism as a political theory committed to the value of autonomy, understood as consisting in an agent deciding for oneself what is valuable and living life in accordance with that decision. Understanding liberalism this way offers solutions to various problems that beset liberal political theory, on various levels. On the theoretical level, Colburn claims that this position is the only (...) defensible theory of liberalism in current circulation, arguing that other more dominant theories are either self-contradictory or unattractive on closer inspection. And on the practical level, Colburn draws out the substantive commitments of this position in educational, economic, and social policy. Hence, the study provides a blueprint for a radical liberal political agenda which will be of interest to philosophers and to politicians alike. (shrink)

This book presents an original comprehensive approach to some of the most difficult problems concerning sense-perception and other mental states. After rejecting prevailing approaches, the author presents his own viewpoint which may be characterized as direct, critical realism. Basing his conclusions on conceptual analysis, psychological evidence and historical considerations, the author is able to offer new insights into traditionally unsolved problems concerning the nature of perceptual states, the ontological status of perceptual environment, the cognitive mechanism in perception and the explanation (...) of perceptual mistakes. For Kant right and ethics are two formally distinct departments of a single morality of reason and freedom. Unlike ethics, right involves an authorization to coerce, and this coercion serves as a pathological incentive. I argue that for Kant the distinctive character of right flows from the fact that juridical obligation has a different relational structure than ethical obligation. I argue that this relational structure explains the connection of right to coercion, and also explains how a categorical imperative can be (...) known a priori to issue in both a pathological and non-pathological incentive. Thus the justification of coercion and its special role as incentive are rooted in the relational character of juridical obligations, and so ultimately in categorical imperatives of reason. Since this pathological incentive has a moral basis in the structure of juridical obligations, and so ultimately in a representation of moral laws, I argue that Kant’s discussion of the juridical incentive of coercion is more continuous with his main discussion of moral incentives in the Critique of Practical Reason than it might at first appear. I illustrate the consequences of this reading by discussing the propensity to injustice, as Kant understands it, and the unique way in which the juridical incentive undermines it. (shrink)

Among these prophets, Heidegger was perhaps the most unlikely candidate to influence. But his influence was far-reaching, far wider than his philosophical seminar at the University of Marburg, far wider than might seem possible in light of his inordinately obscure book, Sein und Zeit of 1927, far wider than Heidegger himself, with his carefully cultivated solitude and unconcealed contempt for other philosophers, appeared to wish. Yet, as one of Heidegger's most perceptive critics, Paul Hühnerfeld, has said: "These books, whose meaning (...) was barely decipherable when they appeared, were devoured. And the young German soldiers in the Second World War who died somewhere in Russia or Africa with the writings of Hödlerlin and Heidegger in their knapsacks can never be counted."... What Heidegger did was to give philosophical seriousness, professorial respectability, to the love affair with unreason and death that dominated so many Germans in this hard time... And Heidegger's life -- his isolation, his peasant-like appearance, his deliberate provincialism, his hatred of the city -- seemed to confirm his philosophy, which was a disdainful rejection of modern urban rationalist civilization, an eruptive nihilism. Murphy (2006) criticizes psychiatric nosology from the perspective of the philosophy of science, arguing that the model of pathology as encapsulated in the Diagnostic and Statistical Manual of Mental Disorders reflects a folk conception of the mental, and of malfunctioning, that is inadequately integrated with cognitive and behavioral neuroscience. The present paper supports this view through a case study of research on pathological gambling. It argues that recent modeling based on fMRI studies and behavioral genetics suggests a stipulative, non-seamless reduction (...) of pathological gambling to a specific disorder of the mesolimbic dopamine system. This argument is agnostic as between prior philosophical commitments to realism or empiricism. (shrink)

IF MODERN philosophy began with Cartesian doubt, it threatens to end not with a resolution of skepticism but with its dissipation. The skeptic's demand for total justification has been replaced by a repudiation of foundations. Such repudiation has been formulated in terms of holism, contextualism, pragmatism, and interpretationism. Yet some of these approaches display significant difficulties even if we accept their denial of foundations. The approach I will examine in particular here is Richard Rorty's version of holism. I will criticize (...) it not for its denial of foundations--with which I am in complete agreement--but for its incompleteness. I will argue that if we take Rorty's anti-foundationalism seriously, we must develop his theory in certain directions much further than he takes it himself. The directions to be pursued in such developments will become clearer in the course of the discussion. I am particularly concerned to explore the possibility of a systematic but anti-foundational theory--one similar in certain ways to but fundamentally incompatible with holism. I will argue that a metaphysical theory can be developed which accommodates the force of Rorty's, Heidegger's, and Dewey's contextualism--a theory which might be called a perspectival realism. Critics of mainstream economics typically rest important weight on the differences between people and the 'agents' that populate economic theory and economic models. Hollis and Nell (1975) is both representative of and ancestral to many more recent variations on the theme. Lately, the upgraded status of behavioral economics (BE) within the discipline's mainstream has encouraged a number of writers to use revolutionary rhetoric in promotion of a 'paradigm shift' that includes the rejection of 'rational economic man' (Ormerod 1994, Heilbroner and (...) Milburg 1995, Fullbrook 2003). The current leading developers of BE are generally more circumspect, claiming that their approach complements standard theory rather than promising to supplant it (Camerer and Loewenstein 2004, Angner and Loewenstein this volume). However, they generally join the more florid critics in supposing that microeconomics is bound to improve its empirical relevance to the extent that it substitutes the study of people for that of abstract economic agents. Another body of thought that promotes this view stems from Sen's (1977) attack on standard economic agents as 'rational fools', amplified in Davis's (2003) argument that since economic agents lack some essential properties of human individuals, economic theory requires fundamental reform if it is to make progress in explaining human behavior.
